Global Tech Giants Compete for Rs 10,000 Cr AI Tender as India Expands AI Mission

Leading technology companies from around the globe are vying for a substantial slice of India’s ambitious AI mission, with interest now focused on a Rs 10,000 crore tender for graphics processing units (GPUs). The tender, central to the Indian government’s broader Artificial Intelligence (AI) initiative, has attracted attention from major players including Nvidia, Intel, AMD, Qualcomm, Microsoft Azure, Amazon Web Services (AWS), Google Cloud, and Palo Alto Networks.

Rising Interest and Tender Details

The Ministry of Electronics and Information Technology (MeitY) has reported exceptional interest in the GPU procurement tender. During a pre-bid meeting held on Thursday, MeitY Additional Secretary Abhishek Singh acknowledged the enthusiasm, noting that around 500 suggestions were submitted regarding the tender’s details.

To qualify under the Request for Empanelment (RFE) guidelines, companies must either present a purchase order for 1,000 GPUs or prove they already possess a stock of that quantity. The high level of engagement from international GPU manufacturers, cloud service providers, and data centre operators has prompted MeitY to consider extending the current September 6 deadline by two weeks. This extension will allow time to address concerns and incorporate the clarifications released to bidders.

Concerns and Recommendations

During the meeting, several concerns were raised, particularly regarding the RFE’s specifications, which some perceived as favoring larger corporations. The teraFLOPS computing power requirement—one teraFLOPS equating to one trillion floating-point operations per second—was a focal point of these discussions. To ensure fairness, Singh emphasized that the RFE aims to provide equal opportunities for both large and small players.

Participants also suggested creating a separate category for startups and micro, small, and medium enterprises (MSMEs) that lack prior experience but are interested in participating. Additionally, there were recommendations to include lower-range GPUs suitable for smaller workloads to address diverse needs within the India AI Mission.

Scoring Criteria and Financial Requirements

The RFE’s scoring criteria assign points based on a company’s average annual turnover over the past three years. Companies with turnovers between Rs 100 crore and Rs 150 crore will receive five marks; those with turnovers between Rs 150 crore and Rs 200 crore will get 15 marks; and companies with turnovers exceeding Rs 200 crore will earn 25 marks. Some attendees suggested that smaller firms might need to collaborate to meet these financial criteria.

Singh explained that these requirements are aligned with General Financial Rules, designed to ensure that only companies with the necessary financial stability and capability can undertake such complex projects.

Industry Reactions

Sunil Gupta, CEO of Yotta Data Services, praised the RFE as a visionary step for AI and GPU cloud service providers. Gupta highlighted Yotta’s recent investment in 16,000 Nvidia H100 GPUs, with 4,000 already operational, as a testament to the significant capital required to build India’s AI infrastructure.

He also noted that the empanelment framework is designed to foster collaboration among various stakeholders in the AI ecosystem, including data centres, cloud providers, managed service providers, and system integrators. “This will help grow the AI ecosystem in India by making GPU capacity available in a cost-effective manner,” Gupta added.

As India moves forward with its AI mission, the global tech community’s keen interest in the Rs 10,000 crore tender underscores the country’s growing prominence in the AI sector and the transformative potential of its expansive AI ambitions.
