Epic Systems, a leading health-care software provider, has announced its plan to migrate all its hospital and clinic clients to the federal government’s new medical records exchange network, TEFCA, by the end of 2025. The move aims to streamline the sharing of patient data across various health care systems, marking a significant shift in the interoperability of electronic health records.

What is TEFCA?

The Trusted Exchange Framework and Common Agreement (TEFCA) was introduced in December 2023 to establish a standardized, secure framework for sharing medical data among hospitals, clinics, and other health care entities. The framework provides both legal and technical guidelines for data exchange, which is intended to enhance the efficiency and accuracy of patient information sharing across different platforms.

Epic Systems has been actively involved in shaping TEFCA, and its commitment to adopting the framework is seen as a major boost to its credibility. The company’s goal is to have its entire user base integrated with TEFCA by the end of 2025, with a preliminary deadline set for the end of 2024 for all clients to commit to the transition.

Challenges in Medical Records Exchange

Exchanging medical records across different systems has been a complex and challenging task. Hospitals and clinics use various formats and systems for storing patient information, which complicates access and sharing. Additionally, privacy concerns and compliance with the Health Insurance Portability and Accountability Act (HIPAA) add layers of complexity to the data exchange process.

Carequality’s Role and Alignment with TEFCA

In conjunction with Epic’s announcement, Carequality, an interoperability network that includes Epic as a member, has also pledged to align its practices with TEFCA. Carequality facilitates data sharing among various health care organizations and has recently committed to revising its policies to adhere to TEFCA’s definitions and standards.

Carequality’s decision to realign with TEFCA is seen as a step toward greater uniformity in health information exchange. The network currently connects over 70% of U.S. hospitals and more than 50,000 clinics, along with over 600,000 care providers. The alignment aims to eliminate controversies surrounding data usage and ensure that all exchanges meet the established “permitted purposes” criteria, such as treatment.

Epic Systems’ commitment to TEFCA is anticipated to drive broader adoption of the framework across the healthcare industry. By aligning with TEFCA, Epic and Carequality are working to overcome barriers to data sharing and improve trust between different data exchange networks.
